continuation of the system of the letter.
Included are papers relating to leave of absence to John Brown
Watt in 1878, Professor John Smith in 1883, and also in 1883, to
Edward Knox; and, various Minutes of the Proceedings of the
Legislative Council from 2 May 1878 to 29 April 1893 with sections
relating to leave of absence to Members highlighted.
M20089 relates to an Executive Council minute advising that a
Proclamation be issued fixing 5 October as the date for repealing
the unrepealed sections of Electoral Act of 1880 and the
Wentworth Electoral Subdivision Act. Included are the minute
paper to the Executive Council, annotated with its approval, and
the original signed Proclamation of 5 October 1893.
M20090 relates to a recommendation that a Proclamation be
published in the Government Gazette notifying the names and
boundaries of the Electoral Districts of the Colony under the
Parliamentary Electorates and Elections Act of 1893. Included are
the 5 October 1893 minute paper for the Executive Council,
annotated with the Council's approval, a telegram from the
Governor notifying his approval of the "Electoral Bill as carried use
my name as you propose"; and the original signed Proclamation
declaring the names and boundaries of the Electoral Districts
under the Act.

These volumes deal with such matters as Norfolk Island,
disturbances in New Zealand, the Executive Council and the
Legislative Council (appointments to, resignations from, and
leaves of absence etc), Parliamentary business, changes in
ministries, Polynesian labour trade, and guano. Copies of
despatches to the Governors of other colonies will be found in this
series from September 1862.
The first volume [4/1665], which comprises letters sent from
25 January 1855 to 20 February 1861, includes various letters
about arrangements for the first Parliament under responsible
government, such as those concerning the formation of a Ministry;
resignations from a Ministry; Departmental changes; distribution
of the work of Government among departments; and the mode in
which the responsibilities of the Governor to the Queen and the
Ministry to the Legislature could be combined to work
harmoniously, in addition to those more routine letters concerning
the resignation and appointment of non-elective members of the
Legislative Council.
Volume [4/1666] contains the Governor's response to the
resignation of their seats in the Legislative Council of the President
and 19 other members, in a joint communication dated 10 May
1861. On 11 May 1861 the Private Secretary, on behalf of the
Governor, wrote:
