A Guide to New South Wales State Archives relating to Responsible Government
The despatch of 18 September 1895 from John Bramston for Mr
Secretary Chamberlain gives a brief historical perspective on
Norfolk Island —
Norfolk Island, as you are doubtless aware, was at one time a
part of New South Wales, and was mentioned in the Governor's
Commission, but in 1843 it was annexed to Tasmania, or Van
Diemen's Land, as it was then called. In 1856, however, it was
separated from Tasmania, and created into a separate
settlement, doubtless in consequence of the recommendation in
Sir W. Denison's despatch on the 27th February 1856, that the
Island should be withdrawn from the jurisdiction of the
adjoining colonies.
Governor's and Colonial Secretary's Minutes and
Memoranda
CGS 909
1857 Minutes - M13956
CGS 909,
M13956 in
[4/1060]
M13956 comprises certified copies of records of Parliamentary
proceedings under responsible government in Canada, which
presumably were requested by the New South Wales Government.
These papers were transmitted by the Civil Secretary of Canada
via the Agent General but no letters are with the papers.
Included are "Extracts from the Journals of the Legislative
Assembly of Canada in relation to various proceedings bearing
upon the question of Responsible Government", 1841-56 and a
copy of other various documents, 1839-41.
1866 Minutes — M16374
M16374 comprises the oaths of office, dated 22 January 1866, for
the new Ministry: oaths of James Martin as Attorney General;
Henry Parkes as Colonial Secretary and Registrar of Records;
G Eagar as Colonial Treasurer and Collector of Internal Revenue;
J B Wilson as Secretary for Lands; James Byrnes as Secretary for
Public Works; Robert M Isaacs as Solicitor General; and Joseph
Docker as Postmaster General. The oaths are signed by both the
new Ministers and the Governor, Sir John Young.
1893 Minutes
Box [5/6171] contains a number of Minutes which relate to
Parliament and/or electoral matters —
M20049 relates to the business connected with the administration
of the Parliamentary Electorates and Elections Act of 1893 being
placed under the Ministerial control and direction of the Colonial
Secretary. Included are a minute paper for the Executive Council
recommending this administrative arrangement, which was
approved by the Council, together with the Government Gazette of
16 June 1893 in which this arrangement was notified.
M20079 is a minute by the Principal Under Secretary of the
Colonial Secretary's Office dated 13 September 1893 concerning
the mode of granting leave to Members of the Legislative Council.
What appears to be at issue is the way in which the Legislative
Council is informed that the Governor has granted leave — by
Message or by letter, by Message ("A Message being the usual
form of the Governor's communication with the Legislative
Council") being the preferred method by the Clerk of the
State Records Authority of New South Wales
