A Guide to New South Wales State Archives relating to Responsible Government
Another relevant document is that numbered as 115: a copy of a
Resolution carried in the Assembly on 22 May 1874, by a majority
of 19 to 13, together with an opinion of the Attorney General on
the validity of the Resolution. This Resolution concerns the matter
of the Governor's interference with the appointment of members of
the Legislative Council "so as in any way to limit or restrain the
power of the Government in such appointment". This was sent to
the Secretary of State in the Governor's Confidential Despatch of
29 July 1874.
Also included is a copy of a Minute for the Governor from Henry
Parkes, Colonial Secretary's Office, dated 17 July 1874, numbered
as 110, concerning the appointment of additional members to the
Legislative Council. (The Ministers "are strongly of opinion that the
number of members for some considerable time past has not been
sufficient for the satisfactory transaction of Parliamentary
business; and the difficulties resulting from this cause have been
much increased lately by the age and infirmities of several
members who have been unable to attend in their places except
for very short periods".)

correspondence to and from the Agent General and the Secretary
of State for the Colonies in England; printed Parliamentary paper
titled The Colony of Australia (Correspondence respecting a bill to
confer on the Colony of New South Wales the name of Australia);
Cabinet minute of 22 December 1887; and a printed booklet The
Colony of Australia: View of Sir Alfred Stephen and Sir John
Robertson (which comprises views of the Press 24-26 November
