1853 Despatches

Box [4/1338] includes the following:
Confidential Despatch of 1 February 1853: the Secretary of State,
referring back to his Despatch of 18 January 1853 (No.13) in
which he signified the "concurrence of Her Majesty's present
advisers in the conclusions adopted by the late Government
respecting the future Constitutional Government and the
administration of the waste Lands of the Crown in New South
Wales", and acknowledging receipt of the subsequent Governor's
confidential despatch of 1 November 1852, in which were enclosed
the drafts of three Bills together with the Report of the Select
Committee of the Legislative Council appointed to prepare a
Constitution for the Colony.
1855 Despatches
Box [4/1343] contains five despatches relating to the new
Constitution Duplicate Despatch No. 28 of 2 June 1855: the Secretary of State
acknowledging receipt of the Governor's despatch, No.16 of
23 February 1855, in which was enclosed an address from 799
electors and inhabitants of New South Wales against the proposed
Constitution Act of the Colony 17 Vic No.41, and conveying his
approval of the Governor's answer, of which a copy was also
enclosed.
Despatch No. 32 of 5 June 1855: the Secretary of State
acknowledging receipt of the Governor's despatch, No.8 of
15 February 1855, in which was enclosed a petition by certain
inhabitants of Parramatta praying that the Act 17 Vic No.41 "for
effecting certain changes in the Constitution of the Colony of New
South Wales may not receive Her Majesty's assent, and that the
task of framing a Constitution for the Australian Colonies generally
and for New South Wales in particular may be devolved on the
Imperial Parliament, or on an Assembly to be constituted under
the Authority of Parliament"; also acknowledging Despatch No.17
of 24 February enclosing a similar petition from the inhabitants of
the Town of Kiama.
Duplicate Despatch No. 51 of 20 July 1855: the Secretary of State
transmitting the Act 'to enable Her Majesty to assent to a Bill as
amended of the Legislature of New South Wales, to confer a
Constitution on New South Wales, and to Grant a Civil List, to Her
Majesty', 18 & 19 Vict cap 54, which had received the Royal
assent. A copy of the Act, including Schedule 1 which is the
reserved Bill, as amended, is attached.
