Included in [4/3417] are the following unregistered papers from
1850 and 1851 —
The 1850 group of unregistered papers relates to a petition from
inhabitants of the New England and McLeay River Districts to be
wholly included in the proposed separation of the Northern
Districts. A covering letter to Earl Grey, the Secretary of State,
dated 31 December 1850, from a committee (M H Marsh and
others) appointed at a public meeting held at Armidale, New
England, on 30 December 1850, with a printed petition are the
two main documents. The committee was appointed to carry into
effect the resolutions of the public meeting and to memorialise the
British Government (the Queen and Earl Grey separately) on the
subject, with the main object being that the proposed separation
of the Northern Districts should take effect north of the Manning,
at the 32nd degree of latitude in lieu of the 30th degree.

Included are what presumably is the original letter of 31 December
1850, with some corrections, as it appears to have the original
signatures of the committee members; a copy of this letter;
minutes of the meeting "of the Stockholders and other Inhabitants
of the District of New England and the MacLeay" held on
30 December 1850; a copy of the printed petition; a list of the
holders of stations in the New England district to the southward of
the 30° who have signed the address in favour of separation
(giving the amount of their stock); list of station holders in the
McLeay River district who have signed either of the addresses in
favour of separation (giving the amount of their stock); and a list
of those who signed the address to Earl Grey but not the address
to the Queen.
Some of these papers were laid before the Executive Council at its
meeting of 28 January 1851 (Minute No.51/4) and sent to the
Secretary of State in the Governor's Despatch No.17 of 29 January
1851.
The 1851 group of unregistered papers relates to a petition for
separation of the Northern Districts from the Colony of New South
Wales and erection into a separate Colony to which exiles may be
sent. Included are a letter dated 14 January 1851 from Patrick
Leslie and others forwarding the petition, which had been signed
by 556 residents; a copy of the petition, printed, from the
inhabitant householders in the districts lying to the northward of
the 30th parallel of latitude; and, a copy of the Moreton Bay
Courier of 11 January 1851, which carries a lengthy account of the
public meeting held in Brisbane on 8 January, at which the petition
was adopted. The papers were laid before the Executive Council on
28 January 1851, and forwarded to the Secretary of State by
Despatch No.17 of 29 January 1851.
