Volume D of the bundle in [18/1408] primarily contains papers
dating 1977. It includes a photocopy of a 51 page paper entitled
The Legislative Council in New South Wales, by a C Mills dated
18 January 1958 (which includes information on the origin of the
bi-cameral system in New South Wales, a history of the 1925-32
period, commentary on legislation concerning the Legislative
Council since 1932, and the procedure required for abolition); a
flow chart on the passage of the Constitutional Reform Bill; draft
speech notes for the Bill for the reform of the Legislative Council;
suggested first reading speech, and second reading speech; notes
on parliamentary procedure for the reform of the Legislative
Council, a paper prepared in Research, May 1977 (which lists, in
some detail, the various procedural steps involved in the passage
of the proposed Bill through Parliament); and, State of the Upper
House, 24 May 1977, listing members by party affiliation and then
by election period expiration.
Volume E of the bundle in [18/1408] mainly contains papers
dating 1977. It includes draft copies, some with annotations, of
the Constitution and Parliamentary Electorates and Elections
(Amendment) Bill, 1977 of 20 and 25 May 1977, which had the
object of providing for the election of the Members of the
Legislative Council directly by the people; explanatory notes for
this Bill; and timeline for the passage of the Bill to the referendum
on the reform bill to the election of the first 15 elected Members.
Also included are: a minute on the reform of the Legislative
Council by P Harvey, Research Officer; and, copies of various
pieces of legislation, including the 1972 reprint with amendments
of the Parliamentary Electorates and Elections Act, 1912 (Act
No.41, 1912 as amended) and the Constitution (Legislative
Council Elections) Amendment Act, 1961 (Act No.1, 1961).
Volume F of the bundle in [18/1408] mainly contains papers
dating 1977-78. It includes proofs of the Constitution and
Parliamentary Electorates and Elections (Amendment) Bill, 1977,
with explanatory note; details of proposed amendments to this
Bill; procedure notes; proof of the Constitution (Referendum) Bill,
1977, with explanatory note; photocopy of The New South Wales
"House of Review" Examination of the State Government's
proposals for the restructuring of the N.S. W. Legislative Council by
the Institute of Public Affairs (NSW) November 1977, with
comments on the booklet of 29 December 1977; and,
correspondence relating to the reform of the Legislative Council,
including letters from members of the public and organisations
commenting and making suggestions on the proposed reform
(direct election by the people of Legislative Council members).
Also included in Volume F are copies of two brochures issued by
the Premier's Department on 1 July 1977: one entitled Reform of
the Legislative Council A Precis of the Background to, and the
effect of the Constitution and Parliamentary Electorates and
Elections (Amendment) Bill introduced by the Premier, the Hon,
Neville Wran, Q.C., M.L.A., on 1st June 1977 and the second
Reform of the Legislative Council A Synopsis of the background to,
and the effect of the Constitution and Parliamentary Electorates
and Elections (Amendment) Bill introduced by the Premier, the
Hon, Neville Wran, Q.C., M.L.A., on 1st June 1977.
