The papers in [12/8751] date from 1948 to 1955 while those in
[12/8752] date from 1950 to 1965.
The New State Movement re-emerged in New England in June
1948 when a conference was held at Armidale to discuss the
possibilities for the creation of a new State in northern New South
Wales. In February 1949, the convention met again and decided
on the name "New England", and on the boundaries for its new
State and a model constitution.
At that time New State movements existed not only in New South
Wales but also in Queensland: one proposal was for a new State
tentatively called "Borderland", which would comprise the MonaroSouth Coast region of New South Wales and the east Gippsland
portion of Victoria.
This file contains numerous representations, mostly in favour of
new States, from both individuals and organisations, eg the
Australian Labor Party Northern Divisional HQ protesting against
"any attempt, by vested interests and others to have the State of
N.S.W. divided with the provision for a northern New State"; the
Farmers & Settlers' Association of NSW transmitting resolutions
carried at its 1948 Annual Conference including one in support of
the movement to form New States; the Graziers' Federal Council
of Australia in support of the creation of new States; and the New
England Regional Development Committee recommending the
"Decentralisation and Northern New State Movement in N.S.W.".
There are also numerous complaints, leaflets, newspaper cuttings,
telegrams etc sent by a Norbert Lawrence Hertslet, a prolific
correspondent who was a vocal opponent of the New State
Movement.
Also included are: notes, memoranda and reports on New States
(historical notes, Commonwealth Constitution provisions for,
arguments for and against); requests for a referendum from the
New England New State Movement; correspondence from the New
England New State Movement transmitting copies of agenda and
reports, and resolutions passed at conventions and meetings;
newspaper clippings from country and Sydney papers; notes or
minutes of deputations; Cabinet minutes and minutes for the
Governor; and extracts from Hansard.
