Section 28 of the Constitution Act, as amended, provided for the
payment of electoral allowances to Members of the Legislative
Assembly at various rates according to the remoteness of the
electorate from Sydney, and for this purpose electorates
throughout the State were divided into a number of groups in the
Fifth Schedule to the Act (four to six during the period covered by
this file). The grouping of electorates as contained in the Schedule
also formed the basis for the air travel entitlement of Ministers,
Members of both Houses of Parliament and, in certain cases, their
wives. Section 28A of the Act provided that the Governor might,
by proclamation, amend or vary this Schedule in such manner as
he deemed necessary to give effect to any distribution of
electorates carried out under the Parliamentary Electorates and
Elections Act.
Redistribution of electoral boundaries did not become fully
effective until the dissolution or expiration of the Parliament and it
was the practice for proclamations amending the Fifth Schedule to
be issued after the elections at which the re-distribution applied.
