London concerning voting arrangements in England; newspaper
clippings; and extracts from Hansard.
Also contains papers relating to the provision of voting or polling
facilities for electors who will be outside NSW on polling day,
including absent voting and postal voting as alternative methods
of allowing electors their vote; postal voting facilities; and
suggestion that facilities be made available at polling booths for
persons to enrol.
Other papers include: an extract from second reading speech by
the Chief Secretary, the Hon 3 M Baddeley in connection with the
Parliamentary Electorates and Elections (Amendment) Bill of 1949
The Government is firmly convinced, moreover, that it is highly
desirable in attaining the greatest purity in the electoral system
that as many people as practicable should vote in the presence
of properly authorised officials who are appointed by the
electoral authorities. It is only by insisting on the observance of
this sound principle to the fullest possible extent that
malpractices will be reduced to a minimum.

Legislative Council, 1954-70
This file relates to the triennial elections of 15 members of the
Legislative Council, commencing with the 7th triennial election.

Elections under the Constitution (Legislative Council Elections) Act
had to be held within six months of the expiry of the terms.
Unusual circumstance existed for the triennial elections for the
23 April 1961 expirees. These had been set for 24 November 1960
but the date coincided with the period when a case, in respect of
the Constitution Amendment (Legislative Council Abolition) Bill,
was being heard before the High Court and the Attorney advised
that "it would not be appropriate for the elections to be held
during the period the case is before the High Court and it would be
desirable to defer the elections until the House resumes next
year". Therefore, the minute relating to the issue of the original
writ for the elections had to be cancelled by the Executive Council,
the date of the elections rescheduled to 16 March 1961, and a
fresh writ issued.
Included are papers relating to: expenses associated with the
election; notifying dates of issues of writs, nominations, of ballots
and return of writs; laying election papers on the table of the
Legislative Assembly; and, compensation to officers who assisted
with the election; Also included are: correspondence from the
Clerk of the Parliaments (who acted as Returning Officer for the
elections), such as requests for the services of particular officers
to assist with the counting of votes; minute papers to the
Executive Council with draft writ attached for approval of issue of
writ for the election of 15 members of the Legislative Council;
newspaper clippings concerning the elections and about the
abolition of the Legislative Council; results sheets of elections;
copies/originals of Returning Officer's certificate under the
relevant Act re the election (ie candidates declared duly elected);
copies of Government Gazettes containing a copy of the certificate
and the results sheet; minutes for the Premier; memos re
