A Guide to New South Wales State Archives relating to Responsible Government
[12/4300.3] comprises papers relating to the 1973 Amendment
Bill which had as its main purposes the increase of the size of the
Legislative Assembly by the creation of three additional seats (ie
from 96 to 99 seats) and to provide for a redistribution of electoral
boundaries. This had become necessary because of the increase in
population generally but particularly because of the recent
extension of the right to vote to persons between the ages of 18
and 21 years. Included are papers relating to the introduced of
computerised electoral rolls, and a Cabinet minute on the
redistribution of electoral boundaries.
[12/4300.4] comprises papers relating to the 1975 Amendment
Bill. The amendments originated from the office of the Electoral
Commissioner because of a need to streamline administration of
the Act and to accord with environmental and social changes
which had occurred in recent years - changes included Christian
name to given name, shorter polling hours, and barring
unacceptable names.
[12/4301.1] comprises papers relating to the 1976 Amendment
Bill, which had as its main purposes the improvement of voting
outside New South Wales and the appointment of a Principal
Returning Officer. Included are papers relating to Regulations
under the Act, and to the redistribution of electorates.
[12/4301.2] comprises papers relating to the 1977 Amendment
Bill intended to amend the Act to extend postal voting facilities to
persons who were eligible to vote at elections held under that Act
but were in prison. Included is an extract from the 1977 ALP
Conference 1977 - Electoral Report, which gives details of the
Party's platform (the Legislative Council to be reformed so that its
members are elected by popular franchise; the optional
preferential system of voting should be used in all elections etc).
[12/4301.3] comprises papers relating to the 1977 Further
Amendment Bill which was intended to overcome certain
difficulties that had arisen in relation to the preparation of joint
rolls for the purposes of Commonwealth and State elections, in
particular to make alterative provisions where Commonwealth
Divisional Returning Officers failed to perform their duties in
respect of the preparation, alteration, revision and transmission of
rolls of electors for the Legislative Assembly of New South Wales.
Included are papers relating to the resignation of Commonwealth
Divisional Returning Officers acting as New South Wales Electoral
Registrars.
The papers generally included in each of these parts are: notes for
first and second reading speeches; notes for Caucus; notices of
motion; proof copies of Parliamentary proceedings; drafting
instructions for preparation of the Bill; proofs of the Bill with
explanatory note; explanatory notes on the Bill, including drafts
of; drafts and revisions of the Bill; copy of the final Bill;
correspondence from the Electoral Commissioner; background
notes; Cabinet minutes, statements and submissions; press
