Services interchanged between the Commonwealth and the

This bundle comprises papers relating to services rendered to and
by the Commonwealth of Australia, particularly those provided by
the State of New South Wales to the Federal Capital Territory (the
Seat of Government).
Included are papers relating to the gazettal of the Proclamation
under the Commonwealth Seat of Government Acceptance Act
1909 accepting the territory surrendered by the State of New
South Wales to the Commonwealth effective from 1 January 1911
(in the Commonwealth of Australia Gazette, 8 December 1910);
copy of the Bill for the Seat of Government (Administration) Act
1910; and a copy of An Ordinance for the provisional government
of the Territory of the Seat of Government, of 22 December 1910,
published in the Commonwealth of Australia Gazette of
24 December 1910, under which the State of New South Wales
was empowered to continue to administer the State laws in the
Territory.
A minute dated 11 January 1911 details how expenditure and
receipts in connection with the Federal Capital Territory would be
handled:
a record should be kept of the cost of administration of State
laws within the territory connected with the Seat of
Government, with a view to reimbursement of the State later
on. ... All expenditure resulting from the continuance of the
administration of the territory by this State can be adjusted
later on, and for this purpose all revenue derived ... should be
held pending settlement.
A considerable portion of the file comprises correspondence and
returns from New South Wales Government agencies concerning
expenditure associated with services — such as Police, Public
Works building and maintenance on public schools, and the
administration of justice — rendered by the State Government
within the Federal Territory. Also included are papers relating to:
the Commonwealth's payment or non-payment for the claimed
expenditures; the final agreement and adjustment of accounts,
and the agreed proposal for future remuneration for services
rendered by the State in 1926; services generally provided on
behalf of the Commonwealth by the State and vice versa, eg legal
services rendered; conditions relative to the administration of
education in the Federal Territory agreed to between the two
Governments; adjustment of revenue due the Commonwealth of
Australia by the State in respect of fees, rents etc received from
the Territory for the Seat of Government and to the matter of
payment by the Commonwealth to the State for various public
services, eg education, police and justice.
Papers in 1940-41 relate to births and marriages of members of
the armed forces required for military purposes, copies of
coroners' findings on deaths of members of the military forces and
waiving of any fees for verification or copying work.
