A Guide to New South Wales State Archives relating to Responsible Government
Included are: correspondence with Government departments and
organisations about providing information to the Royal
Commission, such as about Government expenditure within the
boundaries of the proposed New States, and from MLAs;
correspondence between the Premier and the Prime Minister about
New States; extracts from, or copies of, Parliamentary
proceedings; typescript paper "New States. Some Remedy
Needed"; New State Convention Summary of Proceedings; booklet
Northern New State Movement (New South Wales) Official Report
of Proceedings of the Second Convention held in the Town hall,
Armidale on June 5, 6 & 7, 1923; representations from individuals
and organisations (such as 1920 letter from the Coff's Harbour
Chamber of Commerce transmitting its Resolution "That this
Chamber thinks the time has arrived when the Northern part of
New South Wales should be formed into a New State"); and the
Crown Solicitor's opinion on procedure on the constitution of new
States in the Commonwealth. Also included are papers relating to:
the valuation of public buildings in the Northern Area, 1923; the
constitutional aspects of the creation of New States; and,
suggested proposals to widen- the powers of the Commonwealth in
regard to the New State Movement (ie proposal that the Federal
Government should be vested with power to create new States on
the petition of a certain number of electors in a definite area and
that the Constitution should be amended); and newspaper
clippings about the New States Movement and the Royal
Commission. One of newspaper clippings, The Daily Telegraph of
12 March 1924, has photos and potted histories of the Chairman
and members.
Other papers relate to the establishment and operation of the
Royal Commission: accommodation for the Commission; copy of
the original Commission setting up the Royal Commission, 7 April
1924; expenditure of the Commission (legal fees; fees to members
of Commission; travelling expenses; rail and other conveyances;
salaries; bonuses; incidentals; printing); the duration of the
Commission and its extension; the preparation of information for
the Commission; criticism of the Commission; and updates on the
state of the Commission's inquiries. Transcripts of evidence, 1718 February 1925, 20-21 November 1924; comments on Dr Earle
Page's evidence before the New States Royal Commission; and, a
copy of evidence tendered by Mr James Surfleet Marks, Chairman
of the Public Service Board, in regard to the question of economies
in public service administration, 17 February 1925, are other
inclusions.

copy of the printed Report, index to evidence and to witnesses, list
of exhibits and correspondence [7/5994]; Printed evidence of the
New States Royal Commission, together with list of exhibits and
printed exhibits, 1924-25, in 2 volumes [7/5995-96]; and, a
second, 4 volume, set of the Printed evidence of the New States
Royal Commission, together with list of exhibits and printed
exhibits, 1924-25 [7/5997-6000].

pictures, maps and other supporting documentation, some of
which date back to c.1915.
