Special bundles — Records of the New States Royal
Commission, 1924-25
The Royal Commission (which had the full title Royal Commission
of inquiry into proposals for the establishment of a new state or
new states, formed wholly or in part out of the present territory of
the State of New South Wales) was set up to consider the cases
for separation of the Riverina and Northern districts from New
South Wales, and setting them up as New States. The Chairman of
the Commission was Judge 3 J Cohen; other members were J L
Astley, J A Lorimer, C A Sinclair, and F N Yarwood.

Bundles [5/5361.2] and [5/5377] comprise a set of the printed
transcripts of hearings before the Royal Commission. Hearings for
30 April 1924 (the 1st day) to 17 July 1924 (the 40th day) are in
the former, while hearings for 29 July 1924 (the 41st day) to
17 February 1925 (the 147th day), are in the latter.
Bundle [5/5362.1] comprises a file concerning the Departments of
Chief Secretary and of Public Health, 1924. This contains
information, mainly of a financial nature, on the various branches
of the Chief Secretary's and Public Health Departments, in order to
ascertain the proportion of total cost for which a New State should
be held responsible.

This bundle comprises both papers leading up to the establishment
of the Royal Commission, and to its operation and conclusion.
At a Conference on 24 August 1920 at Glen Innes delegates from
New State Leagues met to deal with matters concerning the
creation of a new State in the northern portion of New South
Wales. A few months later a question for the day, on 6 October,
asked about establishing a new State in the Northern districts of
the State. The matter was raised regularly in the Legislative
Assembly, which finally on 19 September 1922 passed the
following resolution
(1.) That, in the opinion of this House, the large area of the
State of New South Wales makes it desirable that the creation
of a separate State in Northern New South Wales should be
taken into early consideration by a Federal Convention
summoned for the purpose of reconsidering both the present
boundaries of the States and the distribution of the Legislative
powers between States and Commonwealth.
(2.) That this resolution be communicated to the Federal
Government and the Governments of the States with a view of
securing their concurrence.
