circulars to Electoral Registrars and Deputy Electoral Registrars;
and claims for overtime.
Also included are papers relating to: the establishment of new
polling places; the resignation, nomination, and appointment of
Returning Officers; appointment of other electoral officers
(Electoral Registrars, Deputy Electoral Registrars, Presiding
Officers, Police Magistrates); omission of names from electoral
rolls; alterations of enrolment details (change of address being the
most common); acknowledgements of the receipt of forms,
Commissions, Government Gazettes, copies of Acts and
Regulations, etc; consolidation of Electoral Acts; collection of State
electoral rolls; transmission of electoral rolls and lists; preparation
of electoral lists for particular polling places; and the local printing
of lists of objections.
Among these papers are: 12/13611 re fixing dates for the holding
of Revision Courts (courts for the revision of lists for State
Electoral Districts), and 12/12532 re alleged irregularities in
Liverpool Plains Bye-election 28 October 1912.
Report of Inquiry into Allegations of Improper practices in
Dubbo Election of 1913, 1912-16

The purpose of the Inquiry was to investigate allegations of
improper practices in connection with applications for enrolment,
and for transfers, at the late General Election for Macquarie, most
particularly relating to persons enrolled at Dubbo and Wellington.
It was held in early 1914 before Mr William G Burton Smith, Police
Magistrate.
Included are the synopsis on the 1913 General Election (the
number of votes polled and the number of electors enrolled at
each polling place); correspondence; transcripts of proceedings of
2 February 1914; Mr Burton Smith's final report; supporting
documentary evidence about the alleged roll stuffing; general and
supplemental electoral rolls for The Macquarie Electoral District as
used at the General Election; supplemental electoral roll compiled
in November 1913; general state of the poll; electoral claims and
transfer applications; list of applications for transfer included in
the complaint of alleged "roll stuffing"; list of persons objected to
as not being entitled to have their name retained on the Electoral
List or Supplemental Roll for the Electoral District of Macquarie,
1913; Crown Solicitor's advising about charging Miss Lilian Alice
Spark, and Messrs Horace Alfred Benham and J W Bonnington;
Police evidence in regard to the "roll stuffing"; Police reports on
apparent irregularities in voting in the Macquarie Electorate; and,
a 1916 précis of the alleged roll stuffing, and the subsequent
enquiry and its findings.
Other inclusions are papers relating to objections to names being
retained on the electoral rolls; alleged false declarations by
William Capewell, John Glynn, and A G & Eliza Stuart; names
reportedly left off the roll for the Dubbo polling place; cases of
William Buckley and Alec Osborne; and, returns showing
operations in connection with the rolls for 1912 - Electoral Districts
of Castlereagh and Macquarie.
