resident householders in the districts of the Clarence and
Richmond Rivers praying that certain territories lying north of the
30th parallel of South Latitude be separated from New South
Wales and attached to the Colony of Queensland. Specifying the
reasons, Newcastle stated that he did not feel at liberty to
recommend Her Majesty to accede to the prayer of their petitions.
Newcastle also acknowledges the Governor's Despatch of 18 May
1861 (No.24), in which was enclosed Resolutions from the
Legislative Assembly deprecating any such dismemberment "as
unjust if not illegal in itself and as injurious to the interests of New
South Wales".
The Despatch was laid before the Legislative Assembly on
22 November and the Legislative Council on 28 November.
Also included are copies of the two petitions referred to in the
Despatch.
1862 Despatches — M1202/B
Topnumbered as M1202/B is Secretary of State Despatch No.83 of
19 December 1861. In this despatch the Duke of Newcastle
acknowledges the receipt of the Governor's Despatch of
18 September 1861 (No.69), in which was forwarded a petition
from certain inhabitants of New South Wales praying that the
districts north of the 30th degree of South Latitude be included
within the Colony of Queensland. The Governor was referred to
Despatch No.59 of 26 September 1861 where he would find the
Secretary of State's views fully stated.

9 November 1861 (topnumbered as M1195/B). This acknowledges
receipt of the Governor's Despatch of 7 August 1861 (No.59), in
which was forwarded a petition from the inhabitants of the
Tenterfield and the New England districts praying that no
separation of the Clarence and Richmond districts from the Colony
of New South Wales takes place. The Governor was again referred
to Despatch No.59 of 26 September 1861 for the Secretary of
State's views on the matter.
