This despatch also discusses the intention of Her Majesty's
Government respecting the division of the public debt between the
two Colonies.
The only enclosure is the printed copy of the Instructions to Sir
George Ferguson Bowen as Governor of Queensland, dated 6 June
1859. A full set of the enclosed documents can be found in
M851/B (described previously in this section).
Duplicate Despatch No. 12 of 18 August 1859: the Secretary of
State instructing the Governor as to the appointments to offices
necessary to inaugurate the new government - the Colonial
Secretary and the Treasurer.

1860 Despatches

Duplicate Despatch No. 35 of 18 April 1860: the Secretary of State
acknowledging receipt of the Governor's Despatch of 20 December
1859, No.119, in which was enclosed a copy of the Proclamation
which the Governor had issued under the authority of the Queen in
Council for dividing the new Colony of Queensland into electoral
districts and for the election of the Members of the House of
Assembly. Governor Sir George Bowen had been assured that

there existed no desire on the part of Her Majesty's Government
to impose any particular Elective franchise upon the Colonists of
Queensland, ... it was for them, in the exercise of the powers
conveyed to them by the Constitution, to retain or alter the
existing franchise, as they may think fit.
Duplicate Despatch No. 75 of 25 August 1860: the Secretary of
State acknowledging receipt of the Governor's despatch of 21 May
1860, No.59, in which was forwarded a copy of the Proclamation,
which the Governor had issued in accordance with Instructions
contained in Her Majesty's Order in Council of 6 June 1859,
appointing the Members of the Legislative Council of Queensland.
1861 Despatches
Box [4/1351] includes Duplicate Despatch No. 85 of 26 December
1861 from the Secretary of State. This transmits, for the
Governor's information, a copy of a despatch from the Governor of
Queensland enclosing copies of Resolutions which had been
adopted by both Houses of the Legislature of that Colony
concerning the settlement of the accounts outstanding with the
New South Wales Government. The Secretary of State urges
speedy action on the matter so that the question could be settled.

1864 Despatches
Box [4/1354] includes Duplicate Despatch No. 47 of 3 August
1864 from the Secretary of State. In this despatch the Secretary
of State acknowledges receipt of the Governor's despatch of
20 June 1864, No.54, which enclosed a copy of further
correspondence that had taken place between the Governments of
New South Wales and Queensland respecting the apportionment of
the public debt between the two Colonies. "I am very glad to learn
that there is now every prospect of an early and satisfactory
settlement of this question."
