A Guide to New South Wales State Archives relating to Responsible Government
In addition to the Instruments transmitted with Despatch No.11,
there are various printed Parliamentary papers — ordered to be
printed by the Legislative Assembly on 20 October 1857, 8 April
1858 and 11 October 1859 — relating to the separation of Moreton
Bay. The 1857 return comprises copies of despatches between the
Governor and the Secretary of State between November 1856 and
July 1857; the 28 page 1858 return includes extracts from the
minutes of the Executive Council, December 1856 to November
1857, and despatches from the Governor to the Secretary of State,
with enclosures, January-February 1858; and the 1859 paper is a
copy of Secretary of State Despatch No.11.
1859 Despatches — M867/B
Topnumbered M867/B is Secretary of State Despatch of 11 August
1859. This relates to the transmission of papers presented to both
Houses of the Imperial Parliament, in July 1858 and April 1859,
relating to the separation of the Moreton Bay District from New
South Wales.

Included are printed Parliamentary papers, Further papers relative
to the separation of the Moreton Bay District from New South
Wales and the Establishment of a Separate Government (In
continuation of Papers presented 30th July 1858), presented to
both Houses of Parliament in April 1859. These comprise copies of
despatches, with enclosed petitions, between the Governor of New
South Wales and the Secretary of State dated between June and
November 1858.
1860 Despatches — M952/B
Topnumbered M952/B is Secretary of State Despatch No.35 of
18 April 1860. This acknowledges receipt of the Governor's
Despatch of 20 December 1859 (No.119), in which a copy of the
Proclamation dividing the new Colony of Queensland into electoral
districts and for the election of the Members of the Legislative
Assembly was enclosed. Commenting on the elective franchise,
Newcastle points out that it was up to the Colonists of Queensland
to "retain or alter the existing franchise as they may think fit".
Special bundles — Electoral Districts for Moreton Bay, 1857
A small bundle comprising various papers relating to an electoral
scheme for Moreton Bay following its separation from New South
Wales. Included are: an undated, printed, petition addressed to
the Colonial Secretary about the division of the new colony of
Moreton Bay into electoral districts; three different schemes for
setting up eleven or thirteen electoral districts; statistics of
Moreton Bay giving number of male adults, total population,
houses, horses, cattle and sheep for particular localities; another
scheme dividing Moreton Bay into 15 electoral districts, showing
district, population and number of members (24); and, a
"Memorandum of Electoral districts for the Northern Colony of
Moreton Bay" dated 28 September 1857 signed by George Raff,
and others, delineating 12 electoral districts electing 20, or
preferably 22, members of Parliament, a "plan of representation ...
drawn up after a careful examination of the map and the census
returns".
