Topnumbered M524/6 is Despatch No. 89 of 13 July 1857. In this
Despatch the Secretary of State is transmitting a copy of some
observations on the boundary question addressed to Her Majesty's
Government by a Mr M H Marsh. "I must leave the question in
your hands, having already informed you that I am ready to adopt
the demarcation proposed by yourself in the future Order in
Council unless you see reason thus to vary it". A copy of Marsh's
letter of 10 July 1857 is enclosed.
CSIL 57/4201
CSIL 57/4201 is a letter from certain inhabitants of Ipswich in the
Moreton Bay district voicing their objections against the proposed
division of the intended Colony of Moreton Bay into electoral
districts. After writing at length about the distribution of the
population and quoting various facts and figures, the petitioners
recommend a "more equitable" distribution of the twenty Members
within the electoral districts for the Governor's consideration.
1858 Legislative Assembly and Council — LA 58/3
LA 58/3 comprises a printed extract from the Votes and
Proceedings of the Legislative Assembly concerning an Address to
the Governor requesting copies of all proceedings of the Executive
Council during the years 1856 and 1857 on the separation of
Moreton Bay from New South Wales as well as copies of all
Despatches from the Governor to the Secretary of State on this
subject, especially any written since the second reading of the
Moreton Bay Debt Bill introduced in 1857 but not passed. Included
is a copy of the printed return to the Address, ordered to be
printed by the Legislative Assembly on 8 April 1858.
1859 Despatches — M851/B
Topnumbered as M851/B is Despatch No. 11 of 18 August 1859
from the Secretary of State. In this Despatch the Governor is
informed that, with reference to former correspondence on the
subject of the projected separation of Moreton Bay from New
South Wales, Her Majesty's Government having determined to
take this step, Instruments were passed for the purpose of which
printed copies are enclosed: a warrant for passing Letters Patent
to create the Colony of Queensland and appointing Sir George
Ferguson Bowen, Governor; Instructions to accompany these
Letters Patent; and an Order in Council to constitute a Legislature
and provide for the administration of justice, the date of the two
latter Instruments being 6 June 1859.

The Duke of Newcastle confirms that the boundary of the new
Colony, as defined by the Letter Patent, was the same as proposed
by the Governor is his Despatch of 2 January 1858 (No.2).
However, he adds that further alteration of the boundary could
only be effected by consent of the two separate Colonies "which
would apparently require the authority of Parliament to confirm it".
In this despatch the Duke of Newcastle also discusses the
intention of Her Majesty's Government respecting the division of
the public debt between the two Colonies.
